Removing:
You will need to use flat screwdriver or something similar to get in between the dolly plastic and the wheel base. It may result in breaking the dolly. So if you want to try to fix the wheel - try doing so while it is still attached to the dolly. If you want to replace it - try removing it from the dolly BEFORE you order the wheels. In case if dolly breaks you can order whole assembly and avoid paying shipping twice (wheels and then dolly).

Repairing old one:
Just making old wheels out and greasing them up is unlikely to make them work better. Moreover - oil may drip on rug or carpet and stain it. Wheels stop spinning freely when lint and hair wrap around the axle. Removing them is time consuming and hard. You can try using some sort of hook to get the hair and lint off the axle and then use a lighter to burn what you have not managed to remove (do not burn it too long or you will set the plastic on fire). ONE drop of oil will do.
